True, but there is also the unfortunate statistical problem that mostly it is photo documented problems that have come to public awareness that are examined. This would argue that US military behavior is probably not so good. We could easily embbed cheap webcam hardware in helmets I suppose, and thus document our good behavior...

I am sure that the military could provide a rough estimate of the fraction of contacts which have been documented by video or still photos, then we could estimate the total "crimes" perhaps?? Do you think this likely??
