tippet,are you familiar with underwater generators similar to above water windmills?

Supposedly they will drop some in East River in NYC. East River is actual part of NY Harbor narrow between Manhattan and Long Island, in part and US mainland in the other part (Bronx) they may end up powering all of Queens with a population of around 3 to 4 million.

The flow is between Long Island Sound and NY Harbor / NY bay

Due to the tides the water flows up and down with quite a lot of energy trough those narrows - it also happen that the Hudson River is entering the ocean waters just north of Manhattan & Bronx / Riverdale
