Yes, it is possible.
Don't give the parrot big lips, a wide nose, color it's face black, and have it talking like a slave (coyly substituting the word 'chief' for 'master' is not a good enough disguise). If a cartoonist wants to make the point that a President's cabinet member is going to follow the President's orders, I'm sure there are non-racist ways to do it.
