I'm not so sure. Anecdotally what I've seen is interviews of housing project welfare queens who come right and say they are looking for GOOD JOBS and that won't do work like cleaning hotel rooms, work in agriculture, or performing janitorial services in buildings.

I was a clean-up boy in a bakery early in college so I don't have much sympathy that refuse to take such jobs even for a short while.
