Aren't the traditional ideas of nation states quaint?

Al Qaeda can do the same thing smuggling suitcase nukes across the US-Mexico border and they can place them in any state they want.

On uranium, though, I wonder if this will cut global HEU supply as Russia is a big piece of that. Good for U plays.
