Perhaps Condi is saying that Europeans will have to do a bit of thinking about their own protection from Iran or N. Korean missiles. Dont automatically count on the US alone to measure what Iran has or doesn't have or to decide what to do. And if France or someone wants to form a coalition, let them provide the major forces and money. Meanwhile we continue designing various missile defence systems.
