Cambridge parents lash out over homeless in parks

Cambridge parents who are tired of the human waste and bedrolls left by homeless people in city playgrounds say they want the community to stop encouraging overnight sleeping.
``They are raising the rights of homeless people above the safety and health of children. That flummoxes me,'' said Millicent Stilwell, who said she has seen used condoms, human waste, toilet paper and bedrolls at the playground on Cambridge Common when taking her 2 1/2-year-old daughter to play there.
Stilwell and other parents complained to the City Council Monday night, asking that a policy of allowing homeless people's personal belongings to remain untouched for 48 hours in city parks be reconsidered. The policy calls for cops and city workers to place warning stickers on unaccompanied bags and bedrolls giving 48 hours' notice.
The City Council asked the city manager to direct Public Works Commissioner Lisa Peterson to review and report on the policy. Peterson said she will discuss it with police and the public health authorities. But she said the parks are cleaned regularly and responding to the needs of homeless people and other residents is a ``balancing act.''
``The safety and health of the users of the park is always paramount,'' Peterson said. ``The perception that we've put homeless people ahead of the safety of children is wrong and is of great concern to me.''
Near Harvard Square, a homeless man who gave his name only as ``Billy'' said the parents' concerns are ``understandable,'' but he added that safely stowing bags and bedrolls is a big issue for the homeless.
