can anyone tell me what the US has learned in foreign affairs dealings over the past 50 years?

At this point in time, could the lesson be that the only way to solve the paradox of deterrence, when dealing with irrational enemies is to be irrationa l yourself. This might be the only way to reinforce the credibility of your threat. If your enemy knows that you’re crazy they might not try anything crazy themselves. Convincing them that you are indeed crazy by doing something insane is not that easy for most leaders, but it does happen from time to time...? could it be that there are times when it is rational to be irrational...kind of like Saddam playing up his WMD's for effect, but for sure never giving nothing to them terrorists, even when he had the stuff.
