Do the various nations of the world want to get together and decide how to treat terrorists? My guess is no . . . . it's politically insane.

Do Russians want to treat Chechyn separatists according the Geneva conventions? No.

Do Chinese want to treat Uigur separatists according to the Geneva conventions? No.

Etc.

In the US we already have laws against torture which prohibit our military and other government employees from torturing foreigners. And we have regulations which require us to give them humane treatment.

The only thing that Geneva conventions would give them would be the right to only give name, rank and serial number, and to be repatriated. They don't have ranks and serial numbers, and there's no place to repatriate them. Giving up the ability to interrogate them would be incredibly stupid.
