What finally is very clear is that Iraq did not attack the United States and that Iraq was not making any preparations to attack the United States, nor was it helping or protecting anyone with such intent. There was therefore no excuse for unilateral action by the United States against Iraq, and there was no international mandate, law, or precedent for the United States to change Iraq's government, evil as it was.

This entire adventure has been carried out with great unwisdom. The United States is now loathed by most of the Muslim world, and the action is condemned by the entire rest of the world except for a dwindling minority in England and aa few other scattered centers of sympathy.
