Five years never comes... by then maybe 25 % of the older directors have retired or quit. (with any bad records purged ,naturally, unless they chose to fight it)
In one year perhaps there will be an internal war over budget cuts in the CIA.
Might even have a new name, like Global IA.

Time and terrorists wait for no one.
There has to be found a way to move younger or the most capable people up the ranks faster than the one-step-at-a-time process that mainly rewards political correctness.

Change at the top is a good start.
