There has to be found a way to move younger or the most capable people up the ranks faster than the one-step-at-a-time process that mainly rewards political correctness.

The CIA is run under civil service. When it first was recreated after the demise of the OSS, the old hands said it would soon turn into a "Post Office" environment. They were right.
