Jefferson thought the 1791 First Amendment did not permit him to establish national days of fasting and prayer because he thought such things were the domain of individuals and their gods. So, when he became president, he broke with Washington and Adams (who obviously thought the 1st Amendment permitted the declarations) and did not declare a national day of fasting. When asked why he didn't, he wrote the following letter usconstitution.net.

By this one letter, leftists have tried to destroy the religious heritage of America, despite that presidents prior to Jefferson rejected his view and despite that religious references, even during Jefferson's own tenure, abounded in the halls of Washington, D.C. Jefferson would not have been concerned about an individual using a government computer to send an individual communication to other individuals that contained Bible references. Jefferson would have been concerned with a branch of government claiming to speak religiously for the entire nation, including atheists. Kenneth, like most leftists, is just ignorant of Jeffersonian philosophy.
