There is only so much money- the Feds obviously may give back some money to the states, or they may not- the less they give back, the more taxes are cut, the more impacted the states are. Funding is all tied up in a huge complicated knot, and just because some things are putatively funded by one source, does not mean they are not heavily impacted by other layers of government. If the state is being squashed by the federal government- in many ways (as the states are now being squasjed) then state and local governments are going to be hurt, and they will start cutting, and unfortunately, they've had to just keep on cutting.

Now you may approve of that, but to say it isn't all related, is, imo, disingenuous. It is all related. You may think having state and local governments under pressure to cut to the bone is a good thing- I'd have to disagree with you on that. But I don't see how you can honestly say federal, state and local funding don't all affect each other in pretty significant ways.
