By advertising that Muslim world would suffer acceptable losses while Israel would be annihilated, Rafsanjani essentially told Israel to prepare for annihilation because, in his estimation, Israel's deterrence sucked.

That he made the statement from a position of ignorance validates how untrustworthy, volatile, and stupid these nutcases truly are. Naturally, the Israelis had to correct this stupid assumption on his part by making their own second strike capability known.
