The only way I know of to make free calls in the 60s, was to use a military single side band (SSB) radio to enter the Ham radio Network.

No, it was the base operator making the connection via a WATTS line or some such. I wish I remembered more detail. I have no clue what policy authorized that but it must have been authorized or it couldn't have been done so openly by so many.

Seems to me that the military should provide a reasonable ration of phone access. Probably wouldn't cost much.
