LOC search results qua search result are temporary URLs, so I can't look at your search results, but I don't think that's the bill anyway. The bill you linked appropriates money for foreign operations, and the abortion clauses are about coercive abortions and forced sterilizations. The one that is causing the ruckus is the omnibus spending bill passed this weekend by the Senate. But I think the provision is going to be removed anyway. At least, that's the way I read the news stories.
