That's interesting, Gottfried. It doesn't surprise me in the least that the big boys do this all the time. Who would want to disclose their full hand in this poker game unless they have to? I think it's great that IB is at least levelling the playing field by offering such order types openly to all investors (though it is somewhat doubtful that small fry can benefit much).

But more to the point, why should an institution have to disclose that it is interested in dumping a million shares of a stock at a certain price? I don't know of any law requiring such disclosure, nor can I see any precedent for it.
