In a deployed situation, the cost doesn't mean much to them, when they need, and want, the home connection.

I can appreciate that. They're free to make that choice.

The context in which I was responding was a scenario in which troops aren't able to be in touch with their families. Perhaps I misunderstood. If that's not the case, there's no issue. Sorry for the intrusion.
