The results was that "the era of big government" wasn't over. Government was big and continued to grow during Clinton's term. So Clinton's words about big government being over, where just cheap meaningless words. Esp, because in addition to allowing continued increases in spending Clinton increased the size and scope of federal government regulations.

As for giving credit - In another post on this thread I have already said that I give Clinton some credit, but I think the congress at the time deserves more. The congress back then would have cut spending more but Clinton defeated them in a political confrontation by insuating that the "horrible Republicans" where going to "shut down government".
