Saddam's previously displayed chemical warfare capabilities were hardly primitive.

Primitive doesn’t mean ineffective. A primitive CBW capacity can be very devastating, especially when deployed against an undefended or poorly defended civilian population. Saddam’s efforts to use his WMD against Iranian forces – hardly a technologically sophisticated army – did not prove terribly effective.
