Saddam's al Husseini Scuds had a range of 600 hundred kilometres, and could be loaded with chemical shells. However much you can claim that this is a "primitive" capacity, most people wouldn't agree with you.

Did they work?

Developing a chemical weapon is fairly easy, delivering it effectively is very difficult. I suspect that one major reason why Saddam was willing to discard WMD is that he knew they wouldn't be effective against anything more than a poorly defended and easily accessible population.
