One thing I am pretty sure about is that there has been a lot of privatization and free market reforms in Iraq that will not stand up to international law without being approved by whatever assembly will be voted on. An invading power (the US)cannot turn Iraq into the free market state without the vote of approval of the new governmental entity. So the US has a huge vested interest in having control over whoever it is that is elected in January.(at least enough of a majority to get approval of their free market reforms)
