The house didn't kill the bill.. the votes to pass were there. Speaker of the house refused to bring the bill to the floor as democrats could have said they passed the bill and republicans didn't help , they fought it. He didn't want that to happen so he held the bill back.

there is also confusion over the intelligence part of control over satellite linkups they needed to study the changing battlefield.

defense department wants to keep the whole department, not just the part that controls operational defense of satellites and direct communication to military in the field.

Perhaps some changes will take place and bill will be passed in dec. if not, i see no reason to push a bill through until everything is worked out.
