Madharry, you are right. PZE operations are mostly in Argentina.
Although PZE capital stock is mostly owned by Brazilian gov't apparently. "Petrobas is a mixed-capital company with a majority of its voting capital owned by the Brazilian federal government," says Yahoo.

Petroleo Brasileiro S.A. is the Brazilian oil company; I may inititate an exploratory purchase. That symbol is PBR.

Fwiw, I have Repsol, and I've been adding to that position. Its major operations are in Spain and Argentina. P/e, in this environment, looks reasonable to me for a large integrated oiler.
