But nobody has answered the question of why would you split the contract between westell & amati? Is it technology differences in regions?

The reason is much simpler than technology differences. It just makes
good business sense to have multiple sources of supply. That way
Amati and Westell are forced to be price competitive with each other,
rather than enjoying a monopoly position.

I can't imagine that ANY of the deployment contracts will be exclusive.
Why would the RBOCs tie their own hands like that?
