I don't think I can make a prediction as to how that one will ultimately shake out... as Bush appears to have promised Vincente Fox one thing, yet other powerful pols (such as Sensenbrener) have stated their irrevokable opposition.

I don't know how to handicap it.

(However, you'll note that the 9-11 Commission DID NOT make that as one of their recommendations. They took no position on the issue at all.)
