I would put individual freedom ahead of democracy and democracy ahead of tradition in most cases when you are dealing with economic actions or personal actions and social relationships that are not abusive or otherwise a form of aggression or fraud. However when the situation goes beyond personal action and in to formal legal recognition of and support of actions the relative importance of tradition increases, and the relative importance of democracy increases even more IMO.

Applying this to "gay marriage" would get a situation where people can have homosexual relationships, and they can call them marriages, or unions or whatever, and other people can recognize them as such, or they can refuse to do so. This possible refusal could be from other individuals, private institutions (including but not limited to religious groups), and local, state and federal governments. If "gay marriage in Massachusetts is creative destruction", then so is the decision not to endorse it. Each individual or group can make up their own minds. The one possible lack of allowing for "creative destruction" is that the states might not be able to make a decision itself, instead being forced by either the feds or a state court to decide one way or the other.
