I disagree with what you are reading into the reference paragraph.

"Maskless lithography offers high payoff through lowered costs for low volume applications, and for rapid turn around and design flexibility during new product developments."

I read it as saying for application for small volume, etc. that maskless or point source offers superior value. I do not see where the two are compared for large volumes. You are drawing this conclusion yourself not from what is provided in the article.
