Let me see if I get this. I don't have kids, but I pay very significant taxes to educate other peoples kids. Now you want to give a tax break to those who choose to home school so that my taxes will be higher?

Lets go through this:
- Brian has a kid in a public shool and pays 1 tax unit
- You have no kids in public schools and pay 1 tax unit

Now 2 scenarios of Brian taking his child from public school:

1. current law:
- Brian takes his kid from public school, and schools at home. He still pays 1 unit, but has additional expense of 1 unit to school at home. His tax / expense doubles
- public school has one less kid, expenses go down by 1 unit
- your tax goes down, by fraction of 1 unit

2. tax credit or voucher
- Brian tax + expense stays 1 U
- Your tax stays 1 U

Issue after issue shows that you are just unable to think clearly.
