GLD buys futures, not the metal directly....a minor point (to me) but more significant to others. The main advantages CEF has is that it is comprised of about 30% silver. Because it's a closed end fund, once its bullion is purchased it is stashed away (in a bonded, insured and audited warehouse), never to be seen again on the open market. In a nutshell, CEF accepts delivery on the metal, GLD does not (from what I understand).
