They hit 101% in 2000. Wyoming allows its voters to register on election day. I suspect that the Secretary of State will tell you that the base registration numbers include only those voters that were registered when the polls were opened. I am surprised that they did not adjust the base registration numbers to reflect the additional registrations. I would hazard a guess that the actual turnout exceeded 90%.

In seven states- Idaho, Maine, Minnesota, New Hampshire, North Dakota, Wisconsin, and Wyoming - you can vote without registering before Election Day. In these states, you can register on Election Day.
