The big difference here is that the Europeans are very aware of what Iran is doing, as are the Russians. As for Iraq the CIA were absolutely bloody useless, did not have a real clue as to what was happening in Iraq. They believed, because Saddam implied it, that they did have weapons of MD.
Mind you the invasion of Iraq has served to mellow the attitudes of Libya and now Syria.
