Right now the virus is grown in chicken eggs, which have to meet a variety of specifications on shell thickness, size, fertilization status, etc. To make a vaccine, millions of eggs need to be inoculated and harvested, which I believe takes weeks if the eggs and virus are available. Then the virus has to be killed and tested to be sure it has been killed. Then the product has to be sterilized (filtered) and then tested to be sure that it is sterile. If all ingredients are available, I suspect it takes a few months assuming nothing goes wrong.
