That's a good short description of the process.

What I'm getting at is that the traditional "right way" of manufacturing a vaccine might be short cut tremendously in a do or die situation.

Possibly months instead of years to get a vaccine if the situation was do it NOW or everyone will be dead in 6 months without it.

Naturally, no government would allow this - they would rather take the chance of a billion people dying of natural disease than be blamed for the deaths of thousands due to unsafe vaccine!
