I must be little schizo but the Dunlap's speech look like to me what the "United States Government, the U.S. Department of Defense, or any of its components, including U.S. Strategic Command" want you to believe in order to excuse some future monstrous war crime they are willing and going to commit for breaking the insurgents (freedom-fighter ... street-fighter).
