Keep in mind that the appointment of Powell to the Secr of State post was as much a domestic issue as a foreign one --Powell didn't want to make history as the first AND LAST African-American State Secretary... Are Americans --that is, white/Latino/Asian Americans-- ready to see a Jesse Jackson becoming US Secretary of State???? Powell's mission was not just to work out the US foreign policy as outlined by President Bush, it further consisted of improving race relations domestically and showing white Americans that they don't have to distrust African-American high-officeholders....
