I think it's obvious at this point she isn't going to concede. So if they find enough votes then the whole state has to be hand counted at taxpayer expense, is that correct?

It's really no wonder some of these other countries don't take our advice seriously. Hell we can't even run our own elections anymore without appearing to be some 3rd world banana republic.
