You either REFORM the UN... or else kill it off and come up with a replacement organization for nations to settle conflicts.

But you can't stop the world from changing, evolving.

Japan, Germany, India, Brazil... are all far different places then they were at the end of WW II (China also), and they represent far more of the world's total economic power.
