Ehem! Firstly, the board did not research and write the report. They simply authorized and released it. I may be convinced that they exerted some editorial powers over it. But it is not as you have pictured it.

Secondly, these are people who by the nature of their jobs are up to date as to what is going on in ME. One does not need to be an Islamic scholar to judge if the populace is moving away from AQ or uniting against US.

And thirdly, their results is very much in tune with opinions of numerous intelligence professionals and is far from the idle speculation you are painting it as.

Finally, if you really believe that this board is so unqualified to authorize and oversee such a report, then I have to wonder about the administration that would charge them with such a task and finance it.
