But that did not stop you from assuming that the board personally wrote the report. Why is your assumption reasonable? In fact, have you ever seen a high powerful board actually write its own reports instead of assigning it to others? And even if they wanted to write it themselves, how would they do it? I can't see the board members going to the Persian Gulf and interviewing the public.

And that is exactly what they are doing. The technical issue at hand was how to communicate to the Muslim public and convince them to turn against AQ. The problem they found out was total and utter lack of credibility of US.

Nonetheless it is a government organization who produces reports for the powers that be. Therefore somebody must have asked for their opinions and that person had to have been related to this administration.

That is not all you cannot read. You seem to be reading none-existent information according to your bias and ignore all contrary evidence short of God Almighty actually personally calling you for a chat and teleporting you back in time and place.
