Well, we know he invaded Khuzistan - shortly after gaining power. After not too long after the war with Iran ended, he invaded Kuwait.

I recall reading many years ago (before both Gulf wars that we've been involved in), statements by King Hussein and Mubarak to the effect that Saddam had made propositions to them for a joint invasion of Saudi Arabia, with the kingdom to be split - the eastern half to go to Iraq and the western to whichever country joined him.
