It is designed to act directly at the site of the pain, typically in one or both knees. People who take oral medication for arthritis, and still feel pain in their knee(s), may also want to add Pennsaid. This study is being done to evaluate the effects of using both treatments together. The study will include approximately 750 patients. Participants must visit the study doctor five times over three months and make one phone-in report. The first visit should take about an hour; the others will take about 30 minutes each. The telephone call will take about 15 minutes. Study Criteria (In order to qualify) Participants Must: be 40 to 85 years of age be diagnosed with osteoarthritis in at least one knee already be taking pain medication, regularly be able to read and understand English be able to swallow moderately sized tablets Participants Must Not: require knee surgery be pregnant or breastfeeding There are other exclusion criteria.
