Re. .. no Iraqi citizen had a say in, Of course they had never had a say anytime in the past. But that will be remedied.

Iraq's infrastructure was in terrible shape prior to the war also. The former President preferred to spend the country's money on arms and palaces rather than upkeep.

What happens if a more independent government is elected? Worried about the new gov'ts financing? Well, they're a major oil producer, prices are unlikely to crash back to the teens. So perhaps they'll be able to muddle through.
