In the Republic he entertains the idea of the beneficent lie, yes. His point about poets is not merely that they lie, but that they slander the gods and promote immorality.

Forms are the prototypes of things encountered in experience. The chair is a chair, but what is common to all chairs is the form of a chair. It is probable that Forms are confined to the things of nature, however, along with mathematical and moral ideas. The idea is that they are both the intelligible referents of sensual objects, and that they are the prototypes for the visible universe.
