1) We approved all contracts (along with each Security Council member).

2) We demanded that smuggling through Jordan (our ally) be ignored. (Some 75% of all the oil moved through Jordan.)

3) We were also in charge of the naval blockade... the UN doesn't have a fleet.

4) A couple of Texas oil men profited big-time from their oil-for-food contracts, too. The fraud was spread around.
