Brazil and the U.S. can do a lot with biofuels, but perhaps "controlling the market" is a bit overstated.

With current technology there isn't anywhere enough agricultural capacity to replace much fossil fuel with biofuel. But biofuels can help stretch out the supply of fossil fuels, and new technologies will improve production and utilization efficiency.
