Thats an interesting point. Because around 1998 we started to hear the Democrats criticize Bush I for not going all the way. Now, when we decide to do something, Bush II becomes a fascist.

The differences between 1991 and 2002 are clear. Bush Sr. probably wanted to go the entire way but felt the UN wouldn't agree. So he did what was expected and directed by the UN in an effort to keep the peace. By 2002 the landscape had changed. We had been attacked by terrorists and had everyone reason to believe they'd attack again. We also had a rogue state that, if nothing else, had the ability to transfer technology to these terrorists WRT WMD's and had dislike enough for us to do it.

Besides that the UN we were relying on to enforce the resolutions not only was not doing so but they were improperly STEALING money to line their pockets. It's now quite clear why they didn't enforce the resolutions. It was just to profitable to enforce anything. In case you haven't noticed people are calling for Annans head as well as Chirac's. Even the French are calling Chirac corrupt.

The point being Bush I had everyone reason to trust and have faith in the UN and the global society to enforce sanctions. By 2002 not only had we been attacked by a group of thugs that could have benefited from Iraqi knowledge of WMD's but the UN had turned its back on right and wrong in favor of money.
