You say it was bad intelligence, but there is plenty of information that says that Saddam did indeed have the intent to reconstitute his dual use weapons labs once scrutiny had moved elsewhere. In addition, we have hard evidence of his ties to terrorism.

Intent, shmintent..The administration's own appointed people came back and said that we were all wrong. What do we do, go around the world invading countries that don't like us. Do we allow other nations to do the same to each other and with their own security? Pretty soon we'll have everyone at war with one another, because there is one hell of a lot of bad intent on the Earth.
