I don't understand the current controversy around missile defense. Sure, the system may be an absurdly expensive and ineffective pet project of a misguided military-industrial complex, but how does it affect our sovereignty any more than any other international cooperation we engage in? By definition, if we make an agreement to do anything with anybody, we restricting our freedom of action. If we agree to abide by UN rules, we give up our sovereign rights to make laws that would be contradictory. If agree to cooperate with the U.S. or others on trade issues, we give up our sovereign right to create arbitrary trade restrictions. If we agree to support a continental missile defense program, we give up our sovereign right to design our own missile defense system. So what?

Is it a concern about U.S. military personnel that might be stationed here? What about the hundreds of soldiers we already have in each other's countries? We didn't feel threatened when the U.S. had a lot more people on the DEW line. No one complains about NORAD now (even before the commanding officer was Canadian).

I think the real concern is the old bang-for-the-buck equation. Will it work? Not likely. Will there be any instances when we would require it to work? Not likely, at least for the foreseeable future. Then there's the concern that the idea will be scrapped by the next democratic president, with the result that a program that is largely a waste of money will become entirely a waste of money.
